As a developers chassis, certificate of origin is not included, only a bill of sale. In the USA, you will be registering it as a "kit vehicle" or "specially constructed vehicle" (SPCNS).

The scooter you will receive is new, but may have been a showroom model or moved around in the warehouse over the past 2 years - may have some minor cosmetic issues including scuffs and small scrapes here and there but nothing major.
